Climate change is all about where is the water going to collect and in what quantities. Government inactivity would suggest that unique geologic formations is the best bet to locate for better living conditions when global change is on the way. Colorado is just such a place. Burns Canyon in Pagosa Springs Colorado offers canyon walls for shade and collection of water and altitude for cooling, essentially mother natures refuge.

Altitude (6700 ft)provides cooling but not so high so as to cause pulmonary edema. Thermodynamic gradients will restrict machine cooling to ever decreasing living areas. The infrastructure of cities will begin to fail. Unique spaces will provide better living conditions as climate change runs out of government control. No one can predict the exact future but no one can deny that change will happen. 

Canyon living provides protection from the drying effects of the sun.Water collects in the canyon floor to form a seasonal stream. It's all about the water.
